Good place to stay in LP??

Can anyone tell me of a nice place to stay in LP that has rooms with the following?

A balcony with a view over the Mekong,

Near/in the Old Town,

Has double rooms,

Wont break the bank (max budget £25-£30/$40-$50 for the room)

The ability to book ahead (in english)

If you have had any good experiences please pass them on to me )
